Vermont Lottery Kept Giving Me Winners! I Still Lost?

The session begins with 10 $1 Moola tickets. A few early winners provide some momentum, including the recognizable cow symbol, but the first group returns only a small portion of the money spent.
Next comes a large group of $1 Fast $50 tickets. The winning tickets begin adding up, but almost every prize remains near the minimum. Even a ticket with two winning numbers cannot create the larger Fast $50 moment the session needs.
After all 30 of the $1 tickets are finished, the running return is only $14.
Ten $2 Money Magnet tickets remain. The first ticket wins $2, but a long losing streak leaves the total stuck at $16 as the session reaches its final two tickets.
The last Vermont scratch ticket does produce one final winner, but the $2 prize raises the complete return to only $18. After spending $50, the session finishes with a $32 loss and Vermont receives an F.
